Rickreall Park and Ride

Project Description

The purpose of this project is to create a viable park and ride facility that is accessible by transit services operating in the area.  The Rickreall area is currently served by Chemeketa Area Regional Transit Service (CARTS) and Salem-Keizer Transit (Cherriots). CARTS Route 50 connects Monmouth, Independence, Rickreall, and the county seats of Dallas and Salem. Cherriots operates the 2X Grand Ronde Express - a commuter route that connects Salem, Rickreall and Grand Ronde.

There is an informal park and ride lot in Rickreall. However, it is inadequate for the following reasons: It is a small gravel area not accessible by bus; there is no lighting for safety and security; the lot is not ADA compliant; and pedestrian access to transit from this lot is unsafe as there are no sidewalks.

Citizens expressed a desire for a facility that would address these inadequacies. Salem-Keizer Transit and Polk County have worked collaboratively to build a formal park and ride. The location at the Polk County Fairgrounds provides convenient access from both U.S. Highway 99W and Oregon Highway 22, and is close to the cities of Dallas, Independence, Monmouth. 

Current Status

Construction of the new Rickreall Park and Ride at the Polk County Fairgrounds is complete! On October, 10, 2011, Cherriots and CARTS bus service started serving this new lot instead of the previous lot on Rickreall Rd. A bus shelter has been installed.

Benefit to the Community

The new park and ride facility provides a safe, convenient, and practical place for individuals to park their cars for extended periods during the day and creates easy access to public transportation.  This will reduce overall vehicle miles traveled in the area by providing a means for individuals to economically access employment opportunities. Safety has been improved by reducing traffic congestion along the two highway corridors.

Polk County's willingness to utilize public property for the park and ride adds value to the project and demonstrates cooperation between Polk County and Salem-Keizer Transit. Polk County provided assistance in the design and engineering of the project.  The finished park and ride offers improved access to allow for both cars and transit buses, lighting for safety and security, safe pedestrian access to transit, and 40 parking spaces including spaces designated for disabled parking.

Project Cost & Funding

The project cost is estimated at $304,000, which is subject to change. The ConnectOregon III grant funds are limited to $243,200 or 80 percent of the total eligible project costs, whichever is less. Eligible costs for this project will be reimbursed at 80 percent until the $243,200 limit is reached.
